Hmmm good question. Without more info about you I don't think anyone can tell you how. How is your English (or French depending on where you land in Canada)? Have you experience in pho restaurant business? How much money do you have to invest? These are just some basic questions to start.

Also get familiar with health codes in the city you plan to live. There are many requirements for food safety that you need to meet.
It's admirable to want to do this fresh into a new country, but I'd suggest you focus on establishing your new life in Canada first before thinking about doing business, especially a restaurant business. It's not clear what your situation is, how well you speak a new language and how accustomed you are with the new ways of life, but if you don't understand how your new market works then you can hurt yourself more than help it. My 2 cents.
Opening a new pho restaurant in a new country? There are lots of good suggestions made already. I'd highly recommend you follow them. I also want to add that, without knowing your situation, it's very hard to give any advice or suggestion.
You may already know well the place where you'll locate to or you may not.
You may have a lot of financial resources or you may not.
You may have good command of the new language or you may not.
You may have a high level of understanding of pho, of restaurant, and of business in general, or you may not.
You may have decent knowledge of the new country's ways of doing business and the tax laws and other regulations.
The spectrum ranges from knowing absolutely nothing about the topics mentioned above, to having excellent command of those subject matters. Your own situation probably falls somewhere in this spectrum, and knowing where you are can help people help you.
Hmmm it's good to plan ahead but restaurant business is one of the toughest. I'm not in the business myself but if you're coming to Canada from Vietnam then why not look at all options that Canada has to offer before settling on a very difficult business?
